Ross Pickaway Highland Fayette Solid Waste District

The Ross Pickaway Highland Fayette (RPHF) Solid Waste District was established in 1989 as a result of the House Bill 592 which required each county in Ohio to either create their own solid waste management district or join other counties with theirs. Together they document measurements, evaluations and inventories in order to meet their goals set by the Ohio Environmental Agency. RPHF Solid Waste District Goals

The regulations and goals set by the Ohio Environmental Agency for Ohio Waste Districts are as follows:

  1. Making recycling, reduction, and minimization alternatives more accessible for municipal solid waste.
  2. Reduce and/or recycle 66% of industrial solid waste and at least 25% of commercial and residential waste.
  3. Educate and provide technical assistance on preventing waste at the source.
  4. Educate on recycling, reuse, and composting opportunities as well as providing technical assistance.
  5. Strategizing how to dispose of scrap tires, yard waste, lead-acid batteries, and household hazardous waste.
  6. Prove an annual report the plan to reduce waste was implemented.
  7. (Optional) Prepare a market development strategy

Recyclables for the RPHF

Items accepted for recycling by the RPHF Solid Waste District are as follows:

  • Glass bottles and jars
  • Cartons
  • Paper
  • Steel cans
  • Aluminum cans
  • Cardboard and paperboard
  • Plastic bottles and jugs

Shredded paper may also be recycled but it must be placed inside of a plastic bag. It is the only exception to the “no plastic bag rule” the district has for recycling because it makes it easily identifiable to employees at the pre-sort area as shredded paper.

RPHF Solid Waste District Events

The RPHF Solid Waste District has several events in each county throughout the year to encourage its residents to recycle and educate about how certain things have to be disposed of. The events are for residents of the counties they take place in and businesses are not allowed for some. The events that take place are as follows:

Tire and Electronic Recycling Event – Each county has its own location and time for residents to bring their old tires without any restriction on the types of tires. Some counties have their own rules on how many one person can bring and the cost of getting rid of them. Businesses are not allowed and pre-registration is required. The event is also for electronics to reduce electronic waste.
